Friday’s FBI Wanted Fugitives: October 18, 2019

The following fugitives are wanted by the FBI for murder and unlawful flight to avoid prosecution. Crime Pulse is posting details that hope to encourage readers to provide information to aid in the apprehension of the following Hispanic American men.
If you recognize either of these criminals or witness suspicious behavior that may be related to these warrants, contact your local FBI office or the nearest American Embassy or Consulate.
Description: Black hair, brown eyes, between 5’10” and 5’11” and weighing anywhere between 120 and 180 lbs. He was born in Los Angeles, California, and has used March 28, 1983, as his date of birth. He is a white Hispanic American male.
Interesting Facts: Carlos has the following tattoos: a bell on his back, a larger bell on his abs with the word Chanslor, the word south on the inside of his right bicep, and the word side on the inside of his left bicep.
Connections: It is possible that Carlos is currently living in Mexico, where some of his ties may be located.
Incident: Carlos is wanted for murder and attempted murder in July 2006. While attending a party in Pico Rivera, California, he got into a fight with a man whom he chased into the street and allegedly tried to shoot.
However, upon the misfiring of his weapon, he turned toward the direction of another man and killed him instead. As he fled the party, he fired random shots into the crowd that had gathered around the victim.
Conviction: Hernandez was charged with murder by the Superior Court of California. The state issued a warrant for his arrest on October 12, 2006. He was also charged with unlawful flight to avoid prosecution on December 15, 2010.
Reward: $5,000 for information leading directly to the arrest of Carlos Felino Hernandez.
Description: Black hair, brown eyes, 5’10” and weighing 160 lbs. He was born in Los Angeles, California, on April 18, 1988. He is a white Hispanic American male and goes by several aliases such as “Jumps,” Cesar Cortes, and Cesar Hidalgo.
Interesting Facts: Cesar has the following tattoos: a cross on his left arm, an unknown word on his left pectoral, and another unrecognized tattoo on his right arm.
Connections: Authorities suspect that Cesar is currently living in Mexico, where some of his ties may also be located. He has also spent time in North Hollywood, California.
Conviction: Cesar is wanted for murder and attempted murder in February 2007. While residing in North Hollywood, California, Cesar got into a fight with another male whom he struck in the nose, causing him to bleed.
Although Herrera left after the initial incident, he returned shortly armed with a semi-automatic handgun. He opened fire on the male victim along with several others, resulting in the death of the man he had the altercation with.
He was charged with one count of murder and two counts of attempted murder by the Superior Court of California. A warrant was issued for his arrest on February 21, 2007, along with another federal warrant for unlawful flight to avoid prosecution one month later on April 26, 2007.
Reward: $5,000 for information leading directly to the arrest of Cesar Soltero Herrera.
