Wednesday’s FBI Seeks Information: October 16, 2019

The FBI is currently seeking information concerning victims of the following two felons that are currently in federal custody. Both offenders were convicted on charges involving child pornography.
If you or anyone you know has further information regarding these suspects and their victims, please contact the FBI at 804-261-1044 or tips.fbi.gov with information that may lead to the identification of the person(s) involved.
Incident Details: Robert Dean Caesar (56) is currently in federal custody for the production, reception, and possession of child pornography according to the United States District Court for the Eastern District of Pennsylvania.
The conviction states that on the approximate dates of September 16, 2017, and December 30, 2017, Caesar was in possession of child pornography. He also was given similar materials on December 20, 2017, as well as possessed it a month later on January 18, 2018.

According to the FBI, victims could be eligible for certain rights and protections under federal law.

Current Leads: The only leads to possible victims of Caesar are that he lived in the following areas and may have conducted his crimes there: Oxford, Philadelphia, Norristown, Cranberry Township, and Pittsburgh, Pennsylvania; Richland, New York; and Silverthorne, Colorado.
Incident Details: Justin Travis Taylor (25) is currently in federal custody and charged with the production of child pornography, according to the United States District Court for the Eastern District of Virginia.
He also refers to himself as Justin Travis and uses the social media handle soccerreferee2. He has worked several soccer games as an official in the Virginia area.
According to documentation, Taylor convinced a 13-year-old girl to send him sexually inappropriate images by stating that he would kill himself if she didn’t send him the photos.
