The following individual is wanted by the FBI for international parental kidnapping. In an attempt to assist with the investigation, Crime Pulse is providing details that will be helpful in the apprehension of Francina Fernandez.

Mrs. Fernandez has black hair and brown eyes and was born on April 29, 1970, in the Philippines. She weighs around 100 lbs. and is 5’3″. She is an Asian female who last worked as a paralegal. She has possible ties in California as well as the Philippines.
Francina Fernandez and her boyfriend had three boys, Keoni, Mason, and Lance before their relationship ended in June of 2001. After the termination of their relationship, the two parents were involved in a drawn-out custody battle in the San Diego Family Court.
Over three years later, Fernandez told her ex-boyfriend that she wanted to take their children on a 2-week vacation to New Zealand. The ex-boyfriend informed her that the trip would be a violation of the court orders, and her attorney received a notice that a hearing had been scheduled on November 8, 2004, to address the issue.
The court determined that neither parent was able to remove the children from the jurisdiction of the court and the court would need to claim the children’s passports. However, the passports were never submitted.
Later that month, a report came in that claimed Fernandez had left her job, and a close relative had filed a missing person’s report. It is assumed that she fled to the Philippines with her three sons.
In December of 2004, the state of California charged Francina Fernandez with three counts of child abduction. She was later issued a federal arrest warrant on charges of international parental kidnapping in February of the following year.
